Fisheries strategy, outcomes, and monitoring

Under this area, the Ministry will be developing a visions and strategy for the future, revising fisheries outcomes, and developing and implementing a monitoring and evaluation framework for accountability.

Fisheries 2030 is a project to provide clear direction and actions to unlock the future potential of New Zealand’s fishing sector.

Fisheries Outcomes Framework

The Fisheries Outcomes Framework is a high-level planning and management approach to help the Ministry:

  • provide guidance to assist in setting high-level outcomes through the Fisheries 2030 Vision and Strategy project
  • show how the implementation of objectives-based fisheries management to achieve the Fisheries Vision will affect fisheries management systems and processes
  • monitor and review performance over time to track progress towards outcomes being achieved.

The Outcomes Framework has been developed to help implement an objectives-based management approach for New Zealand fisheries. The Outcomes Framework will enable the Ministry to better coordinate decision making across the organisation to ensure desired outcomes for New Zealand’s fisheries are achieved. The Outcomes Framework will assist decision makers to set priorities, allocate resources, and monitor progress towards achieving management objectives.

The Ministry's Fisheries 2030 Vision and Strategy project will identify high level outcomes for fisheries management in New Zealand. These high level outcomes will guide strategy development, standard setting, and objective setting at lower levels of fisheries management, such as management objectives in fisheries plans.

The Outcomes Framework is intended to capture all issues that are important for achieving the fisheries vision, not just those matters within the Ministry's direct control.

Implementing the Outcomes Framework will require close collaboration between the Ministry and stakeholders. Feedback on the Outcomes Framework is welcome at any time.
