The Conservation Services Programme (CSP) contracts for services relating to protected species with a marine interaction. The Ministry also contracts for complementary research on fisheries impacts on protected species. DoC has recently approached the Ministry for advice on improving its contracting processes (from definition of services in a tender document through to completion of a project). DoC and the Ministry have an established relationship through its science programme, but the contracts management aspect is a relatively new relationship. |

In terms of the Fisheries Act 1996, the Ministry and DoC are required to consult with industry stakeholders on the costs of conservation and fisheries services that are to be provided in any year, in order to establish the cost recovery levies to be attached to those services. Calculation of the levies is the responsibility of the Ministry once the service programmes have been approved by the respective Ministers. |

The Ministry has a good working relationship with DoC in relation to indigenous freshwater fisheries and habitat protection. The Ministry is the lead agency for extraction of freshwater aquatic life (except for whitebait and sports fish). DoC is the lead agency for the transfer and release of freshwater aquatic life and freshwater pest species. The areas the agencies work closely together on are: - issue of special permits to take freshwater aquatic life (the Ministry is the lead agency)
- issue of fish-farm licences for freshwater species (the Ministry is the lead agency)
- applications to transfer and release freshwater aquatic life to a site where the species does not already exist (DoC is the lead agency)
- applications to transfer and release freshwater aquatic life to a site where the species already exists (the Ministry is the lead agency)
- applications to move aquatic life between the islands of New Zealand (the Ministry is the lead agency)
- management of unwanted freshwater aquatic life (DoC is the lead agency).

The National Plan of Action for Seabirds has goals: - to reduce incidental mortality of seabirds in New Zealand fisheries as far as possible, taking into account advances in technology, knowledge and financial implications
- to ensure the long-term viability of protected seabird species is not threatened by their incidental catch in New Zealand fisheries waters or by New Zealand flagged vessels in high seas fisheries.

The Ministry/DoC actively work with the stakeholder community to ensure that effective guidelines and standards are set in place for reviewing progress against the NPOA-seabird goals. Research is coordinated between the two departments to ensure duplication is avoided and fisheries management decisions are underpinned by the best information. Research on marine biodiversity under the Biodiversity Strategy is conducted in a forum involving stakeholder input; DoC provides a contribution. The two departments have contributed to the development of the Marine Protected Areas Strategy. |

The four departments listed, along with the Ministry’s aquaculture team, make up the implementation team for aquaculture reforms. We have developed a good working relationship. The contribution of the aquaculture team includes the following elements: - communicate the content of aquaculture reforms
- build regional council capacity to undertake new aquaculture management responsibilities
- develop guidelines on the Ministry undue adverse effects (UAE) test on fishing
- provide information and support to other government departments
- audit and stocktake existing aquaculture permit records
- resolve known outstanding compliance issues associated with aquaculture permits
- establish information needs of recipient groups (currently regional councils, Registry Services and Compliance)
- copy relevant data from aquaculture permit records and transfer to recipient groups
- archive aquaculture permit records appropriately
- provide information and advice to inform development of regulations to support the Ministry Registry and Compliance functions
- provide appropriate support to regional councils re interpreting Ministry aquaculture authorisation records
- provide information on aquaculture authorisations and authorisation processes
- map new aquaculture management processes and identify the aquaculture team’s roles and responsibilities.

Development of a New Zealand Oceans Policy is being undertaken as a ‘whole-of-government’ initiative. MfE hosts the Oceans Policy Secretariat. Policy development has been delayed to take account of issues related to public access and customary rights to the foreshore and seabed, covered in the Foreshore and Seabed Act 2004. The Ministry of Fisheries is a member of the officials Steering Group for Oceans Policy and provides commentary on material circulated and participation in workshops on the ongoing work programme. |

The Ministry of Economic Development has responsibility for overall coordination and management of the Government’s Growth and Innovation Framework (GIF). The initiative is designed to improve economic performance within New Zealand. The Ministry of Fisheries is part of this programme through its initiative to improve the economic performance of the New Zealand fisheries and aquaculture sector. |
