OUTPUT 32 - INTERNATIONAL UTILISATION AND SUSTAINABILITY REPORTED

DESCRIPTION

Participation in existing bilateral and regional frameworks, and arrangements for managing international fisheries, with the aim of:

  • protecting the health of the aquatic environment
  • enabling New Zealanders to get the best value from the sustainable and efficient use of fisheries.

EXPLANATION

The focus of this output is the sustainable use of international fisheries through the operation of robust management regimes. New Zealand's participation in existing management regimes involves:

  • ensuring catch limits are set at sustainable levels
  • securing access and catch allocations for New Zealand
  • monitoring New Zealand catch limits
  • ensuring compliance with catch certification schemes.

The Ministry works to promote and protect New Zealand's fisheries interests in existing bilateral and regional frameworks and arrangements, and to ensure that our obligations under these frameworks and arrangements are met. These frameworks and arrangements include (but are not limited to):

  • the Convention for the Conservation of Antarctic Marine Living Resources (CCAMLR)
  • the Convention for the Conservation of Southern Bluefin Tuna (CCSBT)
  • South Tasman Rise Orange Roughy Arrangement (STR)
  • Western and Central Pacific Fisheries Commission (WCPFC).

Negotiating positions for those international meetings requiring a New Zealand position, and in which the Ministry of Fisheries is the lead agency, to be approved by the Minister of Fisheries prior to the meeting

Achieved

New Zealand has continued to undertake activities related to its international fisheries obligations. During the year, officials attended a symposium in Chile on the CCAMLR and prepared papers for the meeting of the WCPFC in August. In addition, officials were involved in the development of substantial institutional reforms, including ministerial governance, new strategic plan and business planning framework, revised funding arrangements, and organisational design changes for the Forum Fisheries Commission approved at a meeting in the Marshall Islands.

A report to be provided on the outcomes of those meetings on return to New Zealand Achieved Reports on the outcome of all meetings were sent to the Minister of Fisheries.
