DESCRIPTION

Pre-border activities consist of risk assessment, operations, performance monitoring, and data management. Risk assessment identifies hazard species, their vectors and pathways of arrival. Pre-border operations include Import Health Standards for importation of species, commodities and vectors. Port surveys will ascertain the baseline of existing nonnative species, and monitor the performance of pre-border controls through measuring additional species introductions over time.

EXPLANATION

The focus of this output is on protecting the marine environment of New Zealand through international arrangements and border measures to minimise the opportunity for unwanted organisms to arrive in New Zealand waters.

Achieved

The final training session for the Ministry of Agriculture and Forestry Quarantine Service vessel inspectors on ballast water inspection procedures has been completed. Ballast water is now a core component of training for vessel inspectors.

Enhance ballast water reporting information systems by 30 June 2005 Achieved

A scoping document for the development of a ballast water compliance information system was promoted.
