OUTPUT 55 POACHING AND BLACK MARKET ACTIVITIES DETERRED

DESCRIPTION

A compliance capacity is provided to take action to apprehend poaching and black market offenders. These actions include monitoring, detection and provision of recommendations to prosecute.

EXPLANATION

The Ministry maintains a capacity to monitor fishing activity and to investigate those cases where it is suspected that illegal activity has, or is, taking place. The purpose is to maintain the value of New Zealand's fisheries resources, to apprehend those who indulge in illegal activities and to deter others from that approach.

Compliance monitoring and enforcement operations developed and undertaken in accordance with Compliance business policies and the Fishery Officers' Manual

Quality undertaken in accordance with the prescriptions of the Fishery Officers' Manual. Compliance activities are of an ongoing nature.

A strategy for the National Coordination of Enforcement Effort for the Poaching and Black Market sector is being implemented.

The 2004/05 Ministry annual report will contain summaries of operations conducted during the year Achieved

29 poaching and black market operations resulted in:

• the detection of offences (18 operations)
• the gaining of intelligence (8 operations)
• abandonment because of the weather (1 operation)
• the conclusion of training (1 operation)
• the serving of summonses (1 operation).

When offences were detected, the most likely outcome was prosecution (13 operations), but infringement notices and warnings were also given. Other deterrence operations are under way.
