Design for Ministry Services to 2014

The purpose of the Services Design Review project was to determine how the Ministry will organise its resources to deliver on the Fisheries Treaty Strategy and meet our obligations to Maori.

The decisions for change following the review were released on 17 December 2009. The decision document is available below.

The design focuses on the way the Ministry can organise its resources to best deliver services to meet its legislative obligations to Maori. The design is particularly focussed on the obligations to provide for tangata whenua input and participation into sustainability decisions, and non-commercial customary use (including those more specific obligations agreed in fisheries protocols). The new arrangements will ensure that the Ministry can deliver services that meet these obligations for the next five years, within the constraints of the resources available.

The design includes changes to structure, resource allocation, processes and governance arrangements. These changes support recent decisions on:

  • improving input and participation processes (by bringing together and integrating tangata whenua commercial and non-commercial views) shaped to fit the revised fisheries management model
  • non-commercial customary management within the integrated fisheries aspirations of tangata whenua
  • the government imperative for greater efficiency in engagement and service delivery

These changes will come into effect on 1 April 2010.
