Inshore Observer Programme 2013/14 MPI and DOC are proposing observer coverage on various inshore set net, trawl and bottom longline fisheries to assess interactions between inshore fisheries and protected species. Furthermore, MPI is proposing that some of this coverage will inform a total catch verification project. 29 May 2013
Proposed changes to fisheries regulations to effect decisions relating to the Foreign Charter Vessel review The Ministry for Primary Industries is proposing a number of changes to fisheries regulations in order to give effect to decisions relating to the Foreign Charter Vessel (FCV) review. Maori Aquaculture Settlement - Extension of Consultation Period for Minister's Plan The Minister of Fisheries has extended the consultation period for the plan on the Maori Commercial Aquaculture Settlement and is seeking your input. Review of Regulatory Controls for Inshore Fishstocks for 1 October 2013 The Ministry for Primary Industries is seeking feedback and additional information on proposals to review certain commercial freshwater eel fishing regulations, review four commercial paua fishing closures in the Otago/Southland Coast, review the use of underwater breathing apparatus (UBA) for the commercial harvest of some shellfish species and changes to recreational fishing rules in the Maketu Taiapure. 19 April 2013
Proposed Motupohoe (Bluff Hill) mataitai reserve, Southland Pursuant to Regulation 17 of the Fisheries (South Island Customary Fishing) Regulations 1999, Te Runanga o Awarua has applied to the Minister for Primary Industries for a mātaitai reserve for the fisheries waters on the western and southern sides of Bluff Hill, from Cable Bay to Stirling Point, and extending 0.5 of a nautical mile offshore. The proposed mātaitai reserve is approximately 7.0 sq km. 15 April 2013

Proposal to extend the closure to the harvesting of cockles and pipi at Whangateau Harbour The Ministry for Primary Industries is proposing to extend the current closure to the harvest of cockles and pipi at Whangateau Harbour for three years until March 2016, to enable the population to recover from a 2009 die-off. 18 January 2013
2012 Review of Rock Lobster Regulatory Controls The National Rock Lobster Management Group (NRLMG) proposes that regulatory controls are amended for selected rock lobster stocks. 13 December 2012
Stakeholder consultation on the draft Ngāti Tūwharetoa, Raukawa and Te Arawa River Iwi (Upper Waikato River Fisheries) Regulations 2013 The Ngāti Tūwharetoa, Raukawa, and Te Arawa River Iwi Waikato River Act 2010 requires that the Minister for Primary Industries recommend fishing regulations for the Upper Waikato River iwi to the Governor-General. The Ministry for Primary Industries (the Ministry) will consult stakeholders on the content of the Ngāti Tūwharetoa, Raukawa, and Te Arawa River Iwi (Upper Waikato River Fisheries) Regulations 2013 between 5 and 30 November 2012. 30 November 2012
Request for a further temporary closure of Marsden Bank, Whangarei Heads, to the take of Pipi Pursuant to section 186A of the Fisheries Act 1996 (the Act), the Ministry for Primary Industries (MPI) has received a request from Patuharakeke Te Iwi Trust Board for a further temporary closure of Marsden Bank, Whangarei Heads, to the taking of pipi for a period of two years. The current temporary closure is due to expire on 16 February 2013. 30 November 2012

Public Meeting and Call for Submissions: Mātaitai Reserve Application along Motupohue (Bluff Hill), Bluff Te Runanga o Awarua has applied for a mātaitai reserve for the fisheries waters on the western and southern sides of the Bluff Hill, from Cable Bay to Stirling Point and extending 0.5 of a nautical mile offshore. Request for a further temporary closure of Maunganui Bay, Bay of Islands, to the take of all fisheries resources (except kina) Pursuant to section 186A of the Fisheries Act 1996 (the Act), the Ministry for Primary Industries (MPI) has received a request from Ngati Kuta and Patukeha ki Te Rawhiti for a further two-year temporary closure of Maunganui Bay to the take of all fisheries resources, except kina. The current temporary closure is due to expire on 30 November 2012. 5 October 2012
Proposed Ministerial purpose for issuing a Special Permit The Ministry for Primary Industries (MPI) seeks feedback from stakeholders on a proposal to introduce a new special permit purpose. This purpose is in response to restrictions that have come into force with the introduction of the Interim Measures to protect the Maui’s dolphin. It will allow commercial fishers when fishing in the 2nm -7nm restricted zone with an observer on board, to return certain unwanted, likely to survive, by-catch to the sea. The returned fish would not need to be balanced by ACE and it would not require payment of deemed values. 7 September 2012
Request for a further temporary closure of Umupuia beach, Manukau, to the harvest of cockles Pursuant to section 186A of the Fisheries Act 1996 (the Act), the Ministry for Primary Industries (MPI) has received a request from Ngai Tai Umupuia Te Waka Totara Trust, on behalf of Umupuia Marae and Ngai Tai, for a further two-year temporary closure of Umupuia Beach, Manukau, to the harvest of cockles. The current temporary closure is due to expire on 15 October 2012. 6 September 2012

Marine Protected Areas Proposed by Fishing Regulations Under the Fisheries Act 1996 MPI is seeking public comment on three proposed marine protected areas (MPAs); two at the Punakaiki location and one at the Gorge location, West Coast, South Island. 22 August 2012
2012 review of deemed value rates for deepwater fish stocks The Ministry for Primary Industries (the Ministry) seeks feedback from stakeholders on proposed increases to deemed value rates for all alfonsino (BYX) stocks and the dark ghost shark stocks managed by the Ministry’s deepwater fisheries management team (GSH4, GSH5 and GSH6). 14 August 2012
Request to Temporarily Close Huriawa Peninsula (East Otago) to the Take of Paua Pursuant to section 186B of the Fisheries Act 1996 (the Act), the Ministry for Primary Industries (MPI) has received a request from the East Otago Taiapure Management Committee (the Committee), on behalf of Kati Huirapa ki Puketeraki, to temporarily close the area around Huriawa Peninsula to the taking of paua for a period of two years.

Written submissions in response to this request are invited from persons who have an interest in the fisheries resources or the effects of fishing in the area.

2012 Review of sustainability measures and management controls for highly migratory species The Ministry of Primary Industries (the Ministry) seeks feedback from stakeholders on proposed changes to the sustainability measures and management controls for the following highly migratory species:
  • Southern bluefin tuna: a proposal to increase the total allowable catch, allowances and total allowable commercial catch and to provide for unfished annual catch entitlements (ACE) to be carried forward
  • Porbeagle sharks: a proposal to reduce the total allowable catch, allowances and total allowable commercial catch
  • Mako sharks: a proposal to decrease the total allowable catch, allowances and total allowable commercial catch

No in season increase in FLA3 TAC for 2012 Since the review of FLA3 TAC in 2007,the management of the FLA 3 stock has included an in-season review of the catch limits based on available information about stock abundance. N/A
Pikomamaku, Horomamae and Kaihuka Mataitai Reserves Proposed Bylaws Pursuant to regulation 25(5) of the Fisheries (South Island Customary Fishing) Regulations 1998, notice is given that the Tangata Tiaki/Kaitiaki responsible for the Pikomamaku, Horomamae and Kaihuka mätaitai reserves have deposited bylaws under subclause (4) for the sustainable management of fish in that mataitai reserve. 16 March 2012
Public Meeting and Call for Submissions Mataitai reserve application for Moutohora (Whale), Rurima, Moutoki and Tokata Islands and Whakatane coastal area Te Runanga o Ngati Awa has applied for a mataitai reserve over the following areas:
  1. All those fisheries waters around Moutohora (Whale), Rurima, Moutoki and Tokata Islands extending one nautical mile from the mean high water mark; and
  2. All those fisheries waters along the coast between Wahieroa and the Maraetotara Stream extending half a nautical mile from the mean high water mark.

Ministerial Inquiry Into Foreign Charter Vessels The Ministerial Inquiry into the use and operation of foreign charter vessels fishing in New Zealand waters is underway. The principal objective of the Inquiry is to ensure that the operation of foreign owned and flagged vessels chartered by New Zealand fishing companies supports the following government objectives:

  1. To protect New Zealand’s international reputation and trade access.
  2. To maximise the economic return to New Zealand from our fisheries resources.
  3. To ensure acceptable and equitable New Zealand labour standards (including safe working environments) on all fishing vessels operating in New Zealand’s fisheries waters within the Exclusive Economic Zone.
