This paper is the Ministry of Fisheries’ (MFish) initial position on a proposed management regime to manage the interactions between the New Zealand (or Hooker’s) sea lion and the southern squid trawl fishery (SQU 6T) during the 2005-06 fishing year. This regime will be implemented under a 2005-06 Operational Plan approved by the Minister of Fisheries.

The Settlement Act 2002 provides for the Minister of Fisheries to recommend to the Governor General the making of Oyster Reserve regulations to manage the existing ‘Maori Oyster Areas’ in the northern part of the Kaipara Harbour. This paper sets out to consult about the nature and extent of these proposed Oyster Reserve regulations.

This paper proposes a technical ammendment to the previous advice on the way these offences and penalties would be prescribed. This change is the result of legal advice from Crown Law that addresses Parliamentary Counsel Office (PCO) concerns arising during drafting of the ammendment to r 27.

This paper provides advice on five species – cockles, non-QMS dredge oysters, pipi, non-QMS scallops and tuatua– to be introduced into the Quota Management System (QMS) on 1 October 2005. The advice pertains to the setting of Total Allowable Catches (TACs), Total Allowable Commercial Catches (TACCs), and allowances for recreational interests, customary interests and other sources of mortality, and deemed values and overfishing thresholds.
