Inshore Observer Programme 2011/12 – 2012/13
The Ministry for Primary Industries and Department of Conservation Inshore Observer Programme includes projects for trawl, set net (FMAs 3 and 7) and bottom longline (FMA1) fisheries. The focus of the Programme is to assess risks to protected species’ populations from interactions with inshore fisheries and to find solutions where the risk is too high.


Review of Rock Lobster Sustainability Measures for 1 April 2012

Final Advice Paper - The Minister for Primary Industries recently made decisions on rock lobster sustainability measures for the 2012-13 fishing year beginning 1 April 2012.


In-season review of the southern bluefin tuna (STN 1) fishery for 2011-12
Final Advice Paper - The Ministry of Agriculture and Forestry (the Ministry) undertook an in-season review of the catch limit and allowances for southern bluefin tuna for the 2011-12 fishing year. The purpose of the review was to implement decisions made by the Commission for the Conservation of Southern Bluefin Tuna at its annual meeting held in October 2011.


Consultation on methodology used for valuing the impact of aquaculture on commercial quota under the regulations
Under the aquaculture legislative reforms changes have been made to the undue adverse effects on fishing test (UAE). One of these changes is a greater emphasis on agreements being made between aquaculture applicants and quota holders, where a ‘reservation’ has been made for commercial fishing (that is, where the Chief Executive of the Ministry of Fisheries has found that the proposed aquaculture activity would have an undue adverse effect on commercial fishing).


Application by New Zealand Longline Ltd. to hold deepwater crab quota in excess of aggregation limits
The Minister of Fisheries and Aquaculture has approved New Zealand Longline Ltd’s application to hold quota in excess of the aggregation limits for both red crab and king crab.

The Minister of Fisheries and Aquaculture has made his decision on whether or not to allow amateur fishers to use set nets in a defined area at the top of the east coast of the South Island to manage fishing-related threats to Hector’s dolphins.

Review of sustainability measures and management controls for highly migratory species for the 2011/2012 fishing year
The Minister of Fisheries recently made decisions on sustainability measures and management controls for highly migratory species for the 2011/2012 fishing year. The Minister’s decision letter provides the details of these decisions and the Minister’s reasons for them.


Review of inshore fishstock sustainability measures, deemed value rates and other management controls for the 2011/12 fishing year
The Ministry of Fisheries has, as part of its annual review of fisheries, provided advice to the Minister on inshore fish stock sustainability measures and other management controls for the 1 October 2011/12 fishing year. The Minister has now made decisions on these matters. Decisions come into force on 1 October 2011.


Waikato-Tainui Fisheries Regulations 2011

The Waikato-Tainui (Waikato River Fisheries) Regulations 2011 have been completed. The regulations were jointly developed by Waikato-Tainui and the Ministry, and were consulted on with affected stakeholders between 23 May and 3 July 2011. They will come into force on 22 September 2011, but are not likely to be operating until late 2011 or in 2012.


Draft Seabird Policy - June 2011
The Ministry of Fisheries and Department of Conservation sought comment on a draft Seabird Policy. The draft Seabird Policy aims to reduce the fishing-related mortality of seabirds. It puts in place a risk based approach to managing fishing interactions with seabirds, targeting those species most at risk.


Application by Sanford Ltd to hold Patagonian toothfish quota in excess of aggregation limit
In December 2010 Sanford Ltd submitted an application to hold 80% of the quota shares for Patagonian toothfish. The aggregation limit for this species, as specified in section 59 of the Fisheries Act 1996, is 45%. Between 10 January and 3 February 2011 the Ministry of Fisheries, on behalf of the Minister, undertook consultation regarding Sanford’s request. A briefing was provided to the Minister on 12 April 2011.


Setting of Sustainability Measures and Other Management Contorls for Rock Lobster Fisheries for 1 April 2011
In December 2010, the National Rock Lobster Management Group (NRLMG) provided the Minister of Fisheries with initial advice on proposed changes to sustainability measures and other management controls for rock lobster fisheries for the 2011-12 fishing year beginning 1 April 2011.


FAP on the Review of sustainability measures for southern blue whiting -  April 2011
Between January and February 2011 the Ministry of Fisheries (MFish) consulted on sustainability measures for the southern blue whiting stocks at the Bounty Islands (SBW6B) and Campbell Islands (SBW 6I), for the start of the April 2011-12 fishing year. A Final Advice Paper was provided to the Minister of Fisheries in March 2011, and the Minister has now made his decisions.
