The following consultations have been completed during 2008:

New Purpose for Special Permits
The Minister of Fisheries has approved a new purpose for issuing special permits. The new purpose allows catch in excess of annual catch entitlement, without paying deemed values, for the purpose of collecting better information about a fishery.


Talley’s Group Management Limited and Talley’s Group – Application for Exemption from Quota Aggregation Limits
Talley’s Group Management Ltd have applied to the Ministry of Fisheries (MFish) for an exemption from the quota aggregation limits set out in the Fisheries Act 1996 (the Act) to hold quota shares equivalent to 42.55% of the combined TACCs for the elephant fish fishery (ELE).


QMS Introductions October 2009
In June 2008 MFish sought stakeholder input on whether or not to introduce octopus, large ostrich foot whelk, carpet shark, hammerhead shark, javelinfish, orange perch, rattails, redbait, seal shark or silver dory into the QMS on 1 October 2009.


SPRFMO Bottom Fishery Impact Assessment
New Zealand has submitted its bottom fishery impact assessment to the SPRFMO interim Secretariat for review by the interim Scientific Working Group.


Squid Fishery around Auckland Islands (SQU6T): Final Advice Paper 
The Minister of Fisheries has recently approved measures to mitigate the effects that vessels, operating in the SQU6T fishery, have on the Auckland Island sea lion population.


Amendment to the Fisheries (Kaimoana Customary Fishing) Regulations 1998
On 20 November 2008 the Fisheries (Kaimoana Customary Fishing) Regulations 1998 were amended to extend their coverage to include aquatic life (that is subject to the Fisheries Act 1996) taken from freshwater in the North and Chatham Islands.


Harvest Strategy Standard
The Minister of Fisheries has approved a new Harvest Strategy Standard to guide the setting of catch limits and related management actions for New Zealand’s fisheries


NPOA-Sharks
The National Plan of Action for the Conservation and Management of Sharks details measures to manage and conserve sharks that are either targeted or taken as incidental bycatch in New Zealand fisheries waters. The Minister approved the NPOA-Sharks on 13 October 2008.


Review of Sustainability Measures for Orange Roughy, Bluenose and the Deemed Value Rates for Selected Fishstocks
Advice papers and the Minister's decision on the sustainability measures that were reviewed for Orange Roughy 3B and selected Bluenose stocks (BNS 1, 2, 3, 7 and 8), and advice papers and the Minister's decision on the deemed value rates reviewed for 1 October 2008.


Akaroa Taiapure - Proposed Regulations
The Akaroa Taiapure Management Committee recommended to the Minister the making of certain regulations relating to recreational fishing in the Akaroa Harbour Taiapure. The Minister has approved the recommendation


In-season TAC Review for Coromandel Scallops 2008
On the 31st of July, the Minister of Fisheries increased the total allowable catch for the Coromandel Scallop fishery from 48 to 148 tonnes meatweight.


FAP - Review of Regulatory and Other Management Controls for 1 October 2008
MFish provided the Minister with a Final Advice Paper in June 2008. The Minister has now made his decisions, which are reported in the attached decision letter.


New Management Regime for Foreign Charter Vessels
The Chief Executive of the Ministry of Fisheries, Wayne McNee has recently approved new measures to ensure tighter management around the use of foreign charter vessels (FCVs) in New Zealand’s waters.


QMS Introductions October 2008
MFish concurs with the majority of submitters who supported this position and will not proceed with further steps to introduce any of the 10 species or species groups into the QMS on 1 October 2008.

Review of Sustainability Measures for Rock Lobster 7 and 8
The NRLMG provided the Minister with a Final Advice Paper in February 2008 and a Supplementary Advice Paper in March 2008. The Minister has now made his decisions, which are reported in the attached decision letter.


Review of Sustainability Measures for Southern Blue Whiting

Advice papers and the Minister's decision on the sustainability measures that were reviewed for southern blue whiting 6B (SBW 6B).


Review of Deemed Value Rates for Selected Fishstocks  
Advice papers and the Minister's decision on the deemed value rates reviewed for 1 April 2008.


Marine Protected Areas
After considering the submissions received in the June 2007 consultation, the Ministers of Conservation and Fisheries are pleased to release the finalised Marine Protected Areas: Classification, Protection Standard and Implementation Guidelines.


Seabird Mitigation Measures
The Minister has directed the Ministry of Fisheries to develop proposals for the implementation of best practice seabird mitigation measures by Gazette Notice across all fisheries that may pose a risk to seabirds.
